James Brown, City of Amarillo
President
James Brown is the President for TAGITM. He has 15 years of experience working in Municipal Information Technology environments working in areas such as GIS, programming, network administration and desktop management. For the past 5 years, he has been the IT Director for the City of Amarillo. He has been involved with TAGITM since 1999, and has served four previous years on the Board of Directors, 2 years as Chiar of the Vendor Relations Committee and 1 year as the Secretary/Treasurer and last year as the Vice President.

Belinda Mercado, City of McAllen
Vice President
Belinda Mercado has been in the Information Technology Director of the City of McAllen for over 7 years. She has a Bachelor of Bussiness Administration degree in Data Processing and Analysis from the University of Texas at Austin and a Master of Business Administration (MBA) from the University of Texas at Pan American. She began her career as a Programmer Analyst in 1986 with Mobil Oil and was employed for 7 years. In 1993, she continued her career with USAA in San Antonio, TX and has had various roles ranging from Programmer to IT Manager. I have spent 24 years in the Information Technology field and have experienced the challenge of keeping up with technology from mainframe batch processing, personal computer applications, to the wide use of web applications. She has served two years on the Education Committee for TAGITM including one year as the chair of the committee. Last year, Belinda served as the Secretary/Treasurer. She has also been a TAGITM member since 2005 and have attended the last five TAGITM conferences.

Gus Roman, City of Bryan
Secretary/Treasurer
Gus Roman is the current Secretary/Treasurer for TAGITM. He has worked for over 15 years in Municipal Government, serving as a City Planner, Policy Analyst, and GIS Coordinator with the last 5 years as IT Director for the City of Bryan. He has attained the designation of Certified GIS Professional (GISP) in 2008 and will be attaining the Certified Government Chief Information Officer (CGCIO) Designation from the University of North Carolina. He has been a very active member of TAGITM since 2003 and chaired the Education Committee in 2007 as well as the Chair of the Vendor Relations Committee. He has also served as a member of numerous subcommittees since joining TAGITM and is always willing to lend a hand wherever needed.

Gary McFarland, City of West University Place
Past President
Gary McFarland is the current Past President of TAGITM having served as President June 2009 - May 2010. Gary is currently the IT Director of City of West University Place. Previously, he has served as the IT Director for the City of Sugar Land and the IT Manager for the City of Missouri City. He has over 31 years of service with experience in public administration and public safety. He has been involved in many diverse projects involving system and application design, infrastructure architecture on many platforms including AS400, Prime, Intel and others, and administration of G.I.S., 800Mhz radio and numerous other wired/wireless technologies. Gary has been a member of TAGTIM since 1996, and served as the Membership Chair in 2007, the Secretary/Treasurer in 2008, and as the Vice-President in 2009.

Carolyn Price, CMP Management, Inc.
Association Manager (ex-officio)
As Association Manager for TAGITM, Carolyn Price is responsible for management and execution of the day-to-day operations of the association, as well as coordination of the annual conference and other planned events. All direction in this role is taken from the Board of Directors for TAGITM. Carolyn is president of CMP Management, Inc. an association management and event planning firm offering services to non-profit, government and commercial clients. She has over 10-years experience managing associations and events of varying size. In addition to working with TAGITM, CMP Management supports organizations including the Texas Association of State Systems for Computing and Communications (TASSCC), Government Technology Conference in Austin, and The Armed Forces Communications and Electronics Association (AFCEA) – Alamo Chapter. Carolyn currently resides in Austin, Texas, with her husband Joel and two children Jacob and Joshua.

Linda McHone
Website Committee Chair
Linda is the current TAGITM Website Committee Chair. She has been an active member of TAGITM since 1997 and has previously served as the TAGITM Conference Chair. Linda is the Information Technology Manager for the city of Deer Park, a small town (pop. 35,000) on the southeast side of Houston. She has been with the city of Deer Park for 32 years. Linda attended San Jacinto College where she earned an A.A. in Computer Science. Throughout her career she has had many opportunities for professional development and learning. Her experience includes project management for software implementations, data conversions, infrastructure projects, data center rebuilds, and phone system installations. Recent projects include the transition of the city’s public safety software from New World to OSSI and the move from in-house processing to a web hosted solution for recreation management. As Deer Park’s I.T. Manager she is responsible for the oversight of technology projects throughout the City as well as the day to day operations of the I.T. department. She also oversees the administration of the City’s municipal channel, website, voice/data/radio communication systems, and GIS operations. Linda is enrolled in TAGITM’s first Texas Certified Government Chief Information Officer program being offered through the University of North Carolina and expects to receive her CGCIO at the TAGITM conference in May 2011. 281-478-7229

Everett Davis
Membership Committee Chair
Everett is a West Texas native. Offered a congressional appointment to West Point, childhood asthma prevented his acceptance. He is honored to be both an alumnus of Cal Farley’s Boys Ranch and Texas Tech University. As an avid Texas Tech Red Raider fan, he remains a UT and A&M supporter. He states his Texas roots run deep.
Prior to joining Lubbock County he served as the national technical manager for a national business machine vendor, and as programmer working with one of the big eight national accounting firms. Everett joined Lubbock County 21 years ago, and began working for the first TAGITM President to ever hold the office twice, Mr. Bill McCullough.
Everett serves as the Lubbock County Manager of Network Planning & Support, on the Local Emergency Planning Committee, the Regional Emergency Planning Committee, is appointed as Regional Technical Advisor to South Plains Association of Governments, and is part of the Regional MACC team in West Texas. Everett trained at the FEMA Center for Domestic Preparedness and the National Emergency Response and Rescue Training Center with a number of his Lubbock County and West Texas colleagues. Everett’s Ham Radio call sign is KE5URJ.
Everett is enrolled in the University of North Carolina's School of Government CGCIO program and on track to receive his CGCIO at the May 2011 TAGITM conference in Galveston.
This is Everett’s third year to serve on both the TAGITM Education and Membership Committees. Married to his beloved wife Tera, they cherish time spent with their 7 children and 6 grand-children.
