JOB TITLE: SENIOR PROGRAMMER-ANALYST
 
JOB SUMMARY:  
Responsible for all aspects of application design, development, and implementation. Analyzes customer needs and determines impact and feasibility of computerizing procedures and processes. Participates in planning of programs, policies or objectives for own work group and department.
 
DUTIES & RESPONSIBILITIES:
Conducts research, analysis and evaluation to determine project feasibility. Works with Programming Supervisor to develop project cost and benefits estimates to establish project worth and resource requirements. Evaluates customer requirements, determines solutions, and makes recommendations to customers. Designs and develops new computer applications, and maintains and modifies existing applications to meet customer’s needs. Develops a working knowledge of  vendor applications. Supports multiple computer applications and acts as primary contact for customer questions, problems, and requests for change. Prepares reports and project charts as required for own and team activities, meetings, projects in progress and/or completed. Coordinates activities and reviews/tests work of team members during application development, implementation, modification, or problem resolutions.  Ensures that department standards and data integrity are maintained during application development, implementation, modification, or problem resolution. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
 
REQUIREMENTS:
Bachelor’s degree in computer science, information systems or related field preferred. Four additional years of relevant Professional experience may be substituted for the Bachelor’s degree; experience in computer programming and systems design. Five (5) years of relevant programming experience, including one year of management, supervisory or team lead experience. Thorough knowledge of  Microsoft’s .Net, Oracle and SQL Server. Ability to complete work within specified project time schedules. Excellent interpersonal skills and the ability to deal effectively with the public, other employees, employees in other departments, and elected officials.
 
STARTING SALARY RANGE: Grade 13, $2,316.00 - $2,724.80 biweekly based on applicants qualifications.

JOB SUMMARY:  
Under general direction of the Desktop Support Supervisor, serves as the lead Communications Specialist for County’s Telecommunications Systems. This includes providing technical expertise for a variety of analytical and technical assignments to conceptualize, design, and recommend hardware, software, and telecommunications products for the telecommunications infrastructure. Provides technical leadership for the I.T. Communications Specialists. Must assists I.T. and other county groups in the implementation and testing of all telecommunications infrastructure systems. Works closely with other I.T. groups as needed to ensure the continual optimization of the telecommunications infrastructure. Functions under the direction of the Technical Services Manager and Desktop Support Supervisor directed project teams to interact with other county department and offices to gain an understanding of their business environment in order to make recommendations to I. T. leadership to provide strategic direction for supporting such departments and offices Participates in planning of programs, policies or objectives for own work group and department.
 
DUTIES & RESPONSIBILITIES:
Serves as the I.T. department liaison with other county departments and offices to assist in understanding their business needs in order to make recommendations for their telecommunication needs. Performs elicitation, research, analysis and documentation of department/office functional requirements in support of telecommunication hardware and software requirements. Conducts telecommunication infrastructure efficiency improvement studies; identifies and documents issues, risks, benefits and cost estimates; and offers realistic recommendations and alternatives to meet expanding or changing business requirements. Interfaces with external vendors as directed to stay abreast of new technologies, develop strategies for recommendation and assist other I.T. groups in implementations of such technologies if appropriate at Fort Bend County. Provides technical assistance for the County’s telecommunications systems, both hands on and in a senior leadership role.Ensures that regular telecommunications systems maintenance is performed in a timely manner. Serves as directed by the Desktop Support Supervisor as the I.T. representative interfacing with various telecommunication vendors as they work on county projects. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
 
REQUIREMENTS:
Bachelor’s degree in telecommunication or related field preferred. (High School/GED and six
years of relevant professional experience in addition to 10 years required experience may be
substituted for Bachelor’s degree). 10 years telecommunication experience with at least 5
years technical experience in the deployment and/or support of telecommunications
infrastructure. Experience in administration of Avaya VolP services, switches, etc. and
experience in the implementation of IVR systems required. Experience in programming
telecommunications hardware and project deployment. Strong project, research and team-
based skills.Thorough knowledge of integration methodologies and evaluating system
performance. Proficient skills in translating highly complex concepts for peers and
customers. Advanced problem-solving ability. Avaya Professional Certification.
 
STARTING SALARY RANGE: Grade 11, $1,736.00 - $2042.00 biweekly based on applicants qualifications.

Identifies, analyzes, and initiates resolutions as second level support for all LAN/WAN in support of both local and remote network connectivity devices. Responsible for installations, re-location, and upgrades of computer-based systems and computer peripherals. Responds to troubleshooting calls and repairs malfunctioning equipment to assist employees as needed; serves as departmental liaison. Implements complex client/server systems maintaining minimal network outages to end user computing. Diagnoses network performance problems; resolves or coordinates resolution of problems. On-call 24/7 for IT supports issues. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
 
REQUIREMENTS:
HS Diploma/GED. 1 year of job-related experience. Strong technical skills in LAN/WAN environment; strong network software/hardware technical expertise, organizational skills; verbal and written communication skills, interpersonal skills and ability to deal effectively with the public, other employees and elected officials. Must stay informed of technological advances and trends in the computer industry. Proof of liability insurance may be required.

JOB SUMMARY:
Responsible for network activities for Fort Bend County Libraries. Network activities encompass all network connectivity and security including the system firewall, wireless network, together with user and computer accounts. Participates in planning of programs, policies or objectives for own work group and department.
 
DUTIES & RESPONSIBILITIES:
Installs, maintains, monitors and documents LANS and WANS with network operating systems and network language protocols to assist in providing Fort Bend County Libraries with reliable networks. Installs, maintains, monitors and documents LANS and WANS with network operating systems and network language protocols to assist in providing Fort Bend County Libraries with reliable networks. Facilitates library systems and maintain library functionality for all staff and patron usage in a secure, reliable and efficient manner. Performs general, basic diagnostics and troubleshoots network hardware components to provide reliable infrastructure services in a timely and efficient manner. Utilizes preventive measures such as logs and equipment tools to facilitate continued service to the network and disaster recovery. Identifies, analyzes, and initiates resolutions as second level support for all LAN/WAN in support of both local and remote network connectivity devices to provide problem resolutions. Recommends and implements LAN/WAN policies and standards to ensure adherence to approved security and disaster recovery procedures to ensure a secure network operating environment that protects FBC resources. Utilizes continued education to stay abreast of current and changing security, current attack trends, disaster recovery and improved protocols for technological advances. Coordinates work performed by outside vendors and monitors vendor service levels to ensure FBC receives the best possible outside vendor support and contract requirements are adhered to. Coordinates network security measures to ensure a secure network operating environment that protects FBC resources. Research and recommends technology in support of long-range network capacity planning to assists IT management in planning for future needs in hardware, software and service acquisition to maintain acceptable service levels for customers. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers. 
 
REQUIREMENTS:
Bachelor’s degree in Information Technology or related field. Degree in Computer Science preferred. Four years WAN/LAN experience. Strong background in technical support and operations, direct experience diagnosing and repairing network issues in an enterprise network environment, ability to comprehend and appropriately apply technological advances and trends in the computer industry; ability to complete assigned tasks within tight deadlines; ability to prioritize own work; strong verbal and written communications skills interpersonal skills and ability to deal effectively with the public, vendors and other employees. CCNA certification.   On call 24 hours per day, 7 days per week to respond to network related problems and outages.
 
STARTING SALARY RANGE:   Grade 11, $1,736.00 - $2,042.40 biweekly based on qualifications.
